“Foreign influence,” sometimes referred to as “undue foreign influence,” is a term used by federal funding agencies to describe actions of foreign governments that negatively impact the integrity of the research conducted at universities in the United States. The funding agencies have not aligned to form a consistent definition; however, generally, foreign influence refers to actions or activities of foreign entities to obtain a benefit or advantage that may not be intended for them, potentially through illegal means.

How is 51ԹPro Responding to Foreign Influence Concerns?

In response to guidance from federal funding agencies regarding foreign influence, Old Dominion University has taken steps to combat undue foreign influence by broadening the university restricted party screening program, reviewing international engagements, expanding visiting scholar assessments, strengthening the export control program, and establishing an international visits working group to assess and mitigate risk involved with hosting foreign delegations on campus.
